The programme Management Executive (PME) holds delegated responsibility from North Belfast Partnership for the accountable implementation of the Urban II programme.
The PME are responsible for both the operational management of the Urban II programme and the commitment of programme funds to appropriate projects and programmes proposed for funding through assessment by the Urban II secretatiat.

 | Sharon Beattie – Northern Ireland Housing Executive (NIHE) Sharon, North Belfast Strategy Manager for NIHE, has been on the board of North Belfast Partnership since October 2001 and a member of the Programme Management Executive since August 2002. She has worked for the Housing Executive since 1982 and has extensive experience in working with local communities in respect of housing services. Sharon is also a director of Inner North Neighbourhood Renewal Partnership. |

 | Cllr Ian Crozier (Joint Chair) - Belfast City Council (DUP) Cllr Ian Crozier has been on the Board of the Partnership since September 2001 and the Programme Management Executive since April 2004. He was elected as Councillor for the Castle area in June 2001 and re-elected in May 2005. He is a former Chair of the Development Committee and serves on a number of Council committees and represents the Council on the boards of Laganside Corporation, Investment Belfast and Belfast First Stop Shop. Ian currently works as the Director of Lower North Belfast Community Council, having previously worked as Special Advisor to the Minister for Social Development.

 | Sylvia Gordon – Social Partner – Groundwork NI Sylvia became a member of the Programme Management Executive in December 2004. Sylvis is Assistant Director of Groundwork Northern Ireland and is instrumental in building partnerships with government departments. Her vision for Groundwork NI is of an organisation that builds active citizenship, encouraging people into the process by giving them the skill and confidence to engage fully with the decisions that effect their lives. |
| | Marlene Graham - North Belfast Community Action Unit Marlene became a member of both the Board and Programme Management Executive in May 2007. Marlene is currently working as Policy and Administration Manager in the North Belfast Community Action Unit. She previously worked for a number of years in the Central Emergency Planning Unit of the Office of the First Minister and deputy First Minister. Marlene's particular interests include improving the capacity of local North Belfast communities and the local environment. |
 | Manus Maguire – Irish Congress of Trade Unions Manus has been on the Board of the Partnership since January 2002 and a member of the Programme Management Executive since August 2002. He has been involved in the trade union movement for 25 years and is a member of Belfast and District Trades Council and the Amalgamated Transport and General Workers Union. Manus is currently employed as a social economy co-ordinator with Cliftonville Community Regeneration Forum and is a member of Cliftonville Community Empowerment Partnership, Social Economy Network/Network Management Committee and a director of the Local Strategic Partnership Board. |
 | Anne McVicker – Social Partner – Women’s TEC Anne has been a member of the Programme Management Executive since August 2002. She has been employed as Chief Executive Officer with Women’s Tec since 2000. She is also chair of CWC (Citywide Women’s Consortium), a director of WSN (Women’s Support Network), and a Unison representative on the Belfast Local Strategy Board. As a committed feminist, Anne is particularly interested in working in the Women’s and community sectors on a range of training and equality issues. |
 | Brian Mullan – Social Partner – North Belfast Community Support Group Brian was a director of the Partnership from October 2003 to October 2005 and a member of the Programme Management Executive since August 2002. He is secretary of the North Belfast Community Support Group; a director of Ashton Community, North Belfast Employment Centre, and Outdoor Enterprises Ltd; a member of Greater New Lodge Community Empowerment Partnership; and chair of Antrim Road Regeneration Committee. Brian’s particular interests include urban regeneration, community development and youth work. |
 | Cllr Carál Ní Chuilín (Joint Chair) - Belfast City Council (Sinn Fein) Carál has been a board member of the Partnership since October 2004 and a member of the Programme Management Executive since December 2004. She is a Councillor for the Oldpark area and director of Coiste na nLarchimí and Bunscoil Mhic Reachtain. Carál is also a member of the Greater New Lodge Community Empowerment Partnership and Inner North Neighbourhood Renewal Partnership. Carál's main interests include irish language, human rights, community development and housing. |
 | Paul Roberts – Social Partner – Ashton Community Trust Paul has been a director of North Belfast Partnership since its inception in October 1999 and a member of PME since August 2002. He has been manager of the Ashton Centre since 1994 and has organised and managed over twenty European Union financed programme and has a good knowledge of EU issues. Paul is a trained facilitator and has a wide knowledge of community development issues. Paul is also a member of the Greater New Lodge Community Empowerment Partnership and the Inner North Neighbourhood Renewal Partnership. |
